On August 14, 2024, a Ring camera facing a neighborhood street caught video of 32-year-old Edmond Duriel Hines picking up his young dog before forcefully slamming the dog down onto the concrete. Though this poor dog was hidden from view behind a vehicle, after hitting the ground, heartbreaking screams and yelps of pain can be heard echoing through the street.
Officials report Hines was arrested on Tuesday, August 12th, by Harris County Constable Precinct 1 on an unrelated, third-degree felony theft warrant. To bring justice to the innocent dog Hines brutally abused, Precinct 1 plans to pursue serious bodily injury and felony torture charges. No animal should ever experience abuse, neglect, or cruelty of any kind.
Thanks to the efforts of the Houston SPCA’s Animal Cruelty Investigators, the young, severely injured dog was brought to our Medical Center. Our dedicated veterinary staff cared for the puppy and performed a full medical exam, including X-rays, to show internal damage. The X-rays revealed a significant fracture and thoracic trauma believed to be caused by the abuse.
Dr. Roberta Westbrook, our Chief Animal Welfare and Medical Officer, said physical abuse like this can lead to serious consequences. “If the abuse continued, this dog could have suffered a permanently crippling injury or even potentially death,” said Dr. Westbrook. The Houston SPCA’s Animal Cruelty Investigations team rescues victims of animal cruelty across nine counties, including Harris County. “We rely on the community’s eyes and ears when it comes to reporting animal cruelty, so video or photos submitted with these cruelty reports are a critical part of helping us take swift action in saving animals’ lives,” said Joshua Sailor, Chief of Animal Cruelty Investigations at the Houston SPCA.
